«El 97% de los adultos considera que los niños y niñas no deben ser castigados físicamente. Sin embargo, cuando analizamos las prácticas, 6 de cada 10 niños experimentan formas de crianza violenta», introdujo a Télam Sabrina Viola, consultora en Protección de Derechos de Unicef.
El dato se desprende de la Encuesta Nacional de Niñas, Niños y Adolescentes (MICS) 2019-2020 y hace referencia a distintos tipo de maltratos que se encuentran naturalizados.
«El castigo físico (chirlo, tirón de pelo, tirón de oreja) es el mas evidente, pero también están la violencia psicológica o la emocional (insultos, denigraciones). Además, hay un 7% de casos donde se utiliza el castigo físico severo, y el maltrato en chicos con discapacidad asciende al 72%», amplió.
«En todas las situaciones en las que llegamos al maltrato físico hubo previamente violencia psicológica y emocional», aseguró a Télam Itatí Mariana Canido, directora general de Gestión de Políticas y Programas del Consejo de los Derechos de Niños, Niñas y Adolescentes de la ciudad de Buenos Aires.
En la encuesta, desarrollada por Unicef e implementada en el país también, se observó que una de cada 10 mujeres entre 15 y 49 años habían experimentado un abuso sexual en su infancia.
Asimismo, las infancias y adolescencias se ven afectadas en los entornos de violencia de género.
«En los casos donde existe violencia de género se somete a los niños, niñas y adolescentes (NNyA) directamente a situaciones de maltrato emocional o psicológico. Además, esta violencia es aprendida como la manera de relacionarse de las personas», explicó Canido.
El Consejo que encabeza Canido intervino en más de 20 mil consultas sobre situaciones de vulneración de derechos de infancias y adolescencias durante el 2021.
A nivel nacional, durante octubre de 2020 y septiembre de 2021, la línea 102, de atención especializada sobre los derechos de NNyA, recibió un total de 45.589 llamadas.
La mayoría de ellas fue realizada por personas adultas del entorno afectivo o comunitario, de las cuales más de 20.354 correspondieron a situaciones de violencia contra niñas y niños, según un informe de la informe presentado por la Secretaría de Niñez, Adolescencia y Familia.
También se registró que los principales motivos de consulta se debieron a situaciones de maltrato físico, seguido de negligencias, cuestiones legales, abuso sexual infantil, maltrato psicológico emocional y abandono.
Argentina actualmente cuenta con la Ley de Protección Integral de la Niñez N°26.061, sancionada en 2005, que establece un sistema de protección a la niñez.
Además, a partir del asesinato de Lucio Dupuy, el 26 de noviembre del año pasado, el diputado pampeano del PRO Martín Maquieyra presentó el proyecto de ley «Prevención y detección temprana de la violencia contra los niños, niñas y adolescentes», que lleva el nombre del niño.
«Las leyes siempre colaboran porque permiten un marco normativo para la sociedad toda. Sin embargo, tenemos un marco de protección de las infancias que es enorme en Argentina. El problema es que todavía, como sociedad, no nos hemos dado el desafío de sus cumplimiento acabado», señaló Canido.
Para ella, las razones por las que aún existe una invisibilización sobre los distintos maltratos que viven las infancias se debe a que «tenemos naturalizadas muchas pautas de crianza y educación que justifican el grito, la penitencia, y no se basan en el acompañamiento respetuoso de la educación y del cuidado».
«La no puesta de límites también es un problema porque puede llevar a negligencia. Pero es importante trabajar en educar con conciencia. Para ello se requiere un esfuerzo de los adultos en visibilizar esto. Luego, poner ese tipo de crianza en crisis y cuestionarla. Y en tercer lugar, informarnos sobre qué otras maneras existen de acompañamiento amoroso y cuidado», amplió.
En cuanto a las acciones necesarias para revertir esta situación, las y los especialistas destacan la necesidad de formaciones y la visibilización de información en torno a los diferentes tipos de maltratos.
«Es el Día Internacional de la Lucha contra el Maltrato, es decir, desde nuestro punto de vista, de las políticas públicas para reducir y erradicar el maltrato contra las infancias y las adolescencia», indicó a Télam Gabriel Lerner, secretario nacional de Niñez, Adolescencia y Familia.
«No hay maltrato leve, tolerable. El maltrato grave está asociado a la naturalización del maltrato leve. Por lo tanto, los gritos, los chirlos, la humillación, las denigraciones de NNyA por parte del mundo adulto deben tener un límite, no deben ser toleradas», sostuvo el secretario.
En segundo lugar, observó como fundamental «extender el trabajo co-responsable de intervención y de comunicación en las denuncia en la detección temprana» para «cortar el circuito del maltrato y a evitar consecuencias más graves».
En este sentido, la consultora en Protección de Derechos de Unicef sostuvo que es necesario trabajar en la formación de profesionales.
«Es necesario darle herramientas a los profesionales que están en contacto directo con los niños (maestras, maestros, personas que trabajan en actividades sociales) para detectar situaciones tempranamente. Además, trabajar con los niños la ESI desde la primera infancia es fundamental», explicó.
Canido, a su vez, advirtió sobre la importancia de no dejar «el cuidado exclusivo de nuestros niños y adolescentes solamente en los agentes sanitarios y educativos» porque «la responsabilidad es de todos y todas».
Para Viola, también es muy necesario «brindar a los adultos, y a los cuidadores en general, herramientas para la crianza basada en el buen trato. El Estado tiene la obligación de brindar apoyo y herramientas a las familias para poder criar con respeto y cuidado», dijo.
Por otra parte, las y los especialistas señalaron que la información y herramientas difundidas deben ser adaptadas para que NNyA puedan comprenderlas y hacer uso de ellas.
En este sentido, la línea 137 de alcance nacional y gratuito, que depende Ministerio de Justicia y Derechos Humanos, implementó desde el 2020 una línea de WhatsApp (11 3133-1000) para que las infancias y juventudes puedan acceder con mayor facilidad.
«En el 2021 aumentó significativamente los niños, niñas y adolescentes que se contactaron por esa vía. Poder adaptar los medios de comunicación es imprescindible para que puedan acceder a estas herramientas», concluyó Viola.
Desde la Senaf (la Secretaría Nacional de Niñez, Adolescencia y Familia) también lanzaron una campaña y llamaron «a promover prácticas de crianza basada en el amor, la empatía y el acompañamiento. Zamarreos, chirlos, cachetadas, golpes y gritos no son aceptables, son violencia. También lo son las amenazas, la desvalorización, los castigos, el descuido, la indiferencia o no aceptar cómo son», explicaron desde sus redes sociales.
Y pidieron «por #buenostratos para infancias y adolescencias más felices. Es un compromiso de toda la comunidad», concluyeron.
