Municipales de Ushuaia anunciaron que recibieron nueva propuesta salarial y quieren homologar el convenio, en el marco de las reuniones por la conciliación obligatoria que dictó el Ministerio de Trabajo y vence el 17, aunque se podria extender otros cinco dias.
Desde el SOEM, también indicaron la importancia de avanzar con la homologación del convenio colectivo de trabajo. “Es algo que a nosotros hoy nos estaría preocupando también, junto con lo que tiene que ver con el aumento”, dijo el secretario General, Manuel Ojeda.
“Hoy nos encontramos discutiendo en el ámbito del Ministerio de Trabajo, ya que la Municipalidad le solicitó al ministerio que dicte la conciliación obligatoria, la cual fue dictada y nosotros la impugnamos, porque no consideramos que estábamos haciendo medidas de acción directa, ya que no estábamos haciendo un paro. El municipio decía que nos encontrábamos realizando un paro encubierto, pero nosotros aclaramos que lo único que realizamos eran reuniones informativas en los sectores de trabajo”, repasó el secretario General del SOEM, Manuel Ojeda, refiriéndose a la situación en la Municipalidad de Ushuaia.
En declaraciones al programa “Desde las Bases”, que se emite por Radio Provincia, luego señaló que, con la conciliación obligatoria dictada, se encuentran “en el Ministerio de Trabajo, viendo la posibilidad de poder retomar lo que veníamos solicitando que es el pedido de aumento salarial, más allá del decreto dictaminado.Poder lograr un porcentaje más, que es lo que estaban solicitando los compañeros en las reuniones. Porque hoy estamos muy por abajo de lo que es la inflación y, con este panorama más lo que sucedió el día domingo en las elecciones, vamos a seguir estando más abajo”, indicó el dirigente municipal.
Ojeda comentó que, en las reuniones que se vienen llevando adelante, se expresó “una propuesta elevada por parte del Ejecutivo, que tenía que ver con un 10% más de lo que había decretado, o sea un 10% que todavía no estaba oficializado, sino que era una charla que se venía dando dentro del Ministerio. Además, había un 8% que estaba repartido en 3% en noviembre y un 5% en diciembre como base de negociación salarial, como piso, todo acumulativo y al básico.Que es lo que se había originado en las primeras reuniones o convocatorias masivas de los compañeros de trabajo, donde rechazaban de plano la suma fija que se había ofrecido en su momento”, repasó.
Recordando, además, que en la Municipalidad de Ushuaia tienen “un convenio municipal de empleo en el cual no se aceptan, dentro de ese convenio, lo que sería las sumas fijas porque solamente se habla de porcentajes al básico. Ahora, dentro del Ministerio de Trabajo, esa discusión del convenio la estamos llevando adelante. La verdad que eso es algo que a nosotros hoy nos estaría preocupando también, junto con lo que tiene que ver con el aumento. Es decir, que podamos ya de una por todas corregir el convenio y poder ingresarlo en el Ministerio para que ya se mande a la parte jurídica y que ya se pueda homologar”, remarcó el secretario General del SOEM.
Después manifestó, respecto del Convenio Colectivo de Trabajo, que “la verdad, dentro del Ministerio de Trabajo, pudimos lograr esa parte que era lo que nos preocupaba.Porque hoy, con el mensaje que hubo este fin de semana en las urnas y muchos de los que están como ganadores, diciendo que vienen por reformas laborales, que vienen por la quita de derechos, entonces a nosotros el convenio como lo tenemos hoy no nos garantiza nada. En cambio, ya al enviarlo al Ministerio de Trabajo nos da una formalidad y una tranquilidad si puede estar homologado”, explicó el secretario General del SOEM.
Buen clima de diálogo: Al ser consultado respecto del diálogo generado con el Ejecutivo, en el ámbito del Ministerio de Trabajo, Ojeda destacó que “la verdad, es que las reuniones se están dando y creo que hay una madurez en la mesa de diálogo. Nosotros, lo que siempre solicitamos tuvo que ver con un aumento salarial, acá no hubo una cuestión política, sino que es algo que a nosotros nos está pasando hoy,porque la inflación hace que el sueldo no alcance y esa es la realidad. Hay trabajadores que están por debajo de la canasta básica y esa era la solución que nosotros le queríamos dar, así que el diálogo se viene dando”, remarcó el dirigente municipal.
En ese mismo sentido manifestó que “no podés tener una mesa técnica o una mesa donde vos querés corregir cosas y no tener diálogo, porque para ninguna de las partes eso serviría.Eso nos lleva a un conflicto permanente”, alertó el sindicalista. Pero admitió que, la falta de acuerdo en la mesa que llevaban adelante antes de la conciliación obligatoria, es algo que “se recrimina desde las dos partes, porque ellos dicen que no llegaron a un acuerdo con nosotros y nosotros decimos que ellos levantaron la negociación de la manera más fácil. En vez de seguir dialogando hicieron el decreto”.
Advirtió luego que“el decreto no salió como se venía avanzando en las charlas que teníamos dentro del municipio. Porque nosotros entendíamos que en aquel se hablaba de una suma fija, que eso era un decreto y que eso lo iban a otorgar ellos, para que el grado 5 llegara a la canasta básica. Ellos hablaban del básico más zona, y si no llegaba a los 180.000 pesos le pagarían esa suma no remunerativa. Pero después se cambió el decreto y hoy, en vez de 144 empleados que se decían que lo iban a cobrar, lo terminan cobrando 45. Así que también esa fue la discusión que se hizo dentro del Ministerio de Trabajo, porque nosotros entendíamos que había un universo de compañeros que lo tenían que cobrar, pero no lo cobraron”, ratificó.
También mencionó el titular del SOEM que “dentro de las medidas que se venían dando, el director de Servicios Públicos optó por sacarle el adicional de invierno, a los 3 compañeros viales que estaban reclamando sus derechos.Eso llevó a que, el día que nevó, esos trabajadores no pudieran estar en la calle cumpliendo con su tarea, y eso vino en perjuicio de la ciudadanía. Un director tomó una decisión arbitraria de sacar ese adicional, algo que también fue discutido dentro del Ministerio de Trabajo, y el Ejecutivo se comprometió a solucionarlo”, remarcó.
“Unidos por el espanto”: Manuel Ojeda confirmó que, de las reuniones con el Ejecutivo en el Ministerio de Trabajo, participan los siete gremios con injerencia en la Municipalidad. Sobre ese punto expresó: “yo creo que hoy estamos unidos por el espanto, por así decirlo. Creo que todos estamos pensando lo mismo, hoy sumado al aumento salarial está la cuestión de la homologación del convenio como algo importante. Porque hoy hablábamos los diferentes sindicatos, después del resultado electoral,y decíamos que tenemos que meterlo del convenio porque no sabemos lo que va a pasar después de las elecciones de octubre.No sabemos lo que puede pasar con nuestro convenio, así que nos urge meterlo, homologarlo y tener la tranquilidad de que se va a respetar ese convenio”, insistió.
Respecto de la continuidad de las reuniones, Ojeda comentó que “Ahora estamos esperando la convocatoria, se pasó a un cuarto intermedio el día viernes porque surgió esta discusión del convenio y no nos pusimos de acuerdo en un punto. Entonces se decidió levantar, pero ahora se está haciendo la corrección de esos puntos y ya la abogada nuestra lo está realizando. Así que yo creo que esta semana alguna novedad tenemos que tener con respecto al convenio y espero también que podamos tener también novedades con el tema salarial, porque es por lo que estamos convocados”, concluyó el secretario General del SOEM.
