Denuncian irregularidades en la contratación directa del servicio médico de emergencia en el aeropuerto internacional de Ushuaia.
Así lo afirmó Rodrigo Calluso, gerente General de Fueguina Salud S.A., en referencia a la Contratación Directa Nro 90/20 del Gobierno de Tierra del Fuego, destacando también que “con la excusa de la pandemia el otorgamiento del servicio no fue hecho a través de una licitación sino de una compra directa, viciada de graves irregularidades”.
Rodrigo Calluso, gerente General y director suplente de la empresa de medicina privada Fueguina Salud S.A., le envió una nota al gobernador Gustavo Melella y al titular de la Secretaría General Legal y Técnica del Gobierno provincial, José Capdevila, para plantear un pedido de anulación del decreto provincial 207/21, mediante el cual se adjudicó el servicio médico en el aeropuerto internacional Malvinas Argentinas, de la capital fueguina, en el marco de la Contratación Directa 90/20.
Indignado, Calluso se comunicó con Diario Prensa Libre para hacer pública la acción impulsada “porque con la excusa de la pandemia el otorgamiento del servicio no fue hecho a través de una licitación sino de una compra directa viciada de graves irregularidades. Demás está decir que la situación de emergencia sanitaria no quita que se deban seguir los procedimientos que marca la ley, por eso nosotros impugnamos lo actuado”.
El gerente de Fueguina Salud consignó que “nosotros estamos hace poco tiempo en Ushuaia, más precisamente desde mayo de 2019.
La sede central está en calle Magallanes 2336 y tenemos otra en la base del Hotel Arakur, en avenida Héroes de Malvinas. Nuestro principal servicio es el de la cobertura de emergencias y urgencias y la atención a domicilio.
Cuando llegamos a la ciudad nos encontramos con que había una sola empresa de emergencias, denominada SANOS, que antes fue PRE y antes de eso, Vittal. Como contamos con el mejor equipamiento de emergencias consistente en una flota de cuatro ambulancias UTIM (Unidad de Terapia Intensiva Móvil), dotadas cada una de respiradores artificiales, nos presentamos como oferentes para prestar el servicio de cobertura integral médica en el Aeropuerto Internacional Malvinas Argentinas. Este servicio lo venía prestando la Gobernación desde la mitad del año 2020 con personal público, pero como debe brindarlo el sector privado para que no se distraigan recursos humanos del hospital, más en la situación sanitaria en la que nos encontramos y ante un aeropuerto con una gran cantidad de horas muertas porque hay pocos vuelos, se nos convocó a participar de la compra directa Nro 90/20 . Quién venía históricamente cubriendo ese servicio había sido SANOS, pero a principios del 2020, la empresa dejó de estar y el trabajo siguió, como dije, en manos del Gobierno”.
Preguntado puntualmente en qué consisten las presuntas irregularidades detectadas en torno a la adjudicación del servicio en cuestión por parte del Ejecutivo fueguino, Calluso refirió que “Cuando el 23 de diciembre nos invitaron a participar de la convocatoria, con fecha límite para presentar la documentación el 30 de diciembre, lo hicimos conjuntamente con otras dos empresas: Bahía Salud S.R.L., del Centro Médico Bahía y con el CEMEF, Centro Médico Fueguino, que es SANOS. Finalmente, la empresa ganadora, Bahía Salud S.R.L., lo hizo con un presupuesto que es de casi la mitad que el nuestro, presentando dos ambulancias compradas hace apenas un mes y sin tener la habilitación que corresponde por parte del Ministerio de Salud. Bahía Salud S.R.L. está habilitada solo para traslados y no para emergencias. Y lo que es mucho más grave: en Fiscalización Sanitaria consta que la empresa mencionada fue habilitada para traslados programados con una fecha posterior a la apertura de los sobres. ¡Hizo la oferta, sin estar habilitada!. Y, reitero, porque es muy sugestivo, con ambulancias compradas un mes antes de la convocatoria”.
Otra irregularidad puntualizada por el entrevistado fue explicada así: “Aunque la apertura de sobres se efectuó el 30 de diciembre, no se hizo la pre adjudicación correspondiente y como marca la ley. Por el contrario, el gobernador Melella adjudicó el servicio directamente a Bahía Salud S.R.L. sin que se nos notificara de ninguno de los procesos. Es más, pudimos enterarnos del resultado del concurso de compras porque consultamos por email, si no, no nos enterábamos de nada, aún cuando nosotros depositamos el 30 de diciembre 650 mil pesos en garantía de oferta en el BTF”.
El representante de Fueguina Salud destacó asimismo que “el Gobierno de Tierra del Fuego solo tuvo en cuenta a la hora de decidir, el precio más bajo, sin hacer ningún tipo de análisis técnico. No tuvo en cuenta qué protocolos de emergencias y catástrofes proponía cada empresa, la cantidad de personal, el tipo de los elementos de protección personal que se emplearían, etc. No evaluó la calidad del servicio propuesto. Vale ejemplificar que nosotros presupuestamos casi el doble que Bahía Salud, pero ajustándonos al requerimiento. Solo en elementos de sanitización tenemos un gasto de 10 millones de pesos anuales. Precisamente por no haber hecho este análisis técnico no existió rigurosidad en la evaluación. Si lo hubieran hecho se habrían dado cuenta que la empresa que eligieron no está habilitada para cubrir el tipo de trabajo requerido. No está habilitada para dar cobertura de emergencia, así de simple y claro”.
Finalmente, Rodrigo Calluso, reflexionó: “No me queda otra que terminar pensando que esta compra fue armada y direccionada, porque los requisitos están redactados de modo ambiguo. Por un lado el Gobierno pide que se preste el servicio de emergencias pero después parece que no le importa que la empresa que cumpla esa tarea cuente con la debida habilitación del Ministerio de Salud. Además en los tiempos que corren ya no se trata solo de dar una prestación médica ante una emergencia aeroportuaria sino también de responder al requisito de hacerse cargo de la barrera sanitaria COVID 19. Esto quiere decir que hay que respetar protocolos referidos al coronavirus, sumándose la tarea de enfermeros que tomen temperatura a la gente, de hacer testeos y de controlar los PCR. Con los valores presupuestados por la empresa ganadora ¿va a poder cumplir con lo que marcan las normativas internacionales?. Si nuestra empresa, a grosso modo, necesita unos 45 millones de pesos solo de costo neto para prestar el servicio, ¿cómo es que los adjudicados ofertaron 34 millones por todo concepto?”.
Por último, el gerente de la empresa de medicina privada Fueguina Salud S.A., subrayó: “Creo que en todo esto hay una cuestión de relaciones en las que nosotros, por ser nuevos en la provincia, quedamos afuera. Tal vez no nos quieren y solo nos usaron para que participemos en un negocio armado para otros, cuando solo nuestra empresa cuenta con las características para dar la asistencia requerida. ¡Esto no tiene antecedentes en ningún lugar del mundo!. Resulta francamente inadmisible que se le atribuya semejante responsabilidad a una empresa que no está habilitada para prestar servicios nada menos que en un aeropuerto internacional”.
