En el inicio del debate en la Cámara de Diputados sobre el proyecto de Ley Ómnibus, el diputado nacional por el partido PRO, Héctor “Tito” Stefani, ofreció un análisis exhaustivo de la situación, destacando la complejidad y las incertidumbres que rodean la discusión parlamentaria.
Stefani abordó la necesidad de consenso previo a la sesión, subrayando que “antes de la sesión tenés que plantear qué dictamen se va a tratar, pero tiene que tener el acuerdo de todos los presidentes de bloque para tratarlo o de todos los bloques que hagan el dictamen que firmaron”, reflejando la tensión y la importancia de la coordinación entre los distintos bloques parlamentarios.
En relación con los capítulos específicos del proyecto, el legislador expresó su preocupación sobre la toma de decisiones basada en la contabilidad de votos, mencionando: “Hasta ayer todavía no se sabía si entraba el capítulo de pesca o lo dejaban afuera, porque lo iban manejando en función de los votos que iban contando que iban a tener”.
Stefani también criticó la redacción del proyecto, comparándola con la falta de contenido: “Pareciera que lo escribió Fidel Pinto, dice y no dice absolutamente nada”. Señaló la eliminación de capítulos clave como el fiscal y el electoral, y destacó la falta de claridad en la inclusión o exclusión de otros, como el de pesca.
En cuanto al capítulo de pesca, Stefani dio detalles: “El tema pesca, entró un proyecto muy malo, quedó un proyecto menos malo, pero es un proyecto que no le sirve a Argentina”. Propuso la alternativa de que el Congreso discuta una Ley de Pesca, involucrando a todos los actores del sector.
En relación con la representación política, Stefani abogó por un enfoque más federal, especialmente para regiones asimétricas como la Patagonia: “Nosotros en Tierra del Fuego, en la Patagonia tenemos que cambiar la actitud. La Patagonia le provee a la Argentina el 95% de la energía que consume”. Criticó la percepción de federalismo que se tiene en el centro del país, y llamó a un cambio de actitud para lograr un país más equitativo.
En su reflexión final, Stefani hizo un llamado a una interpretación más completa de los principios fundacionales, citando al profusamente referido Juan Bautista Alberdi: “Leemos a Alberdi, leemos la parte de libertad económica, pero no leemos lo que decía respecto al federalismo. Siempre nos falta una parte que nos queda afuera”. Concluyó instando a una lectura integral para construir un país más justo y representativo.
