Crisis habitacional “Encontrar y acceder a un alquiler en Ushuaia es una odisea”, sostuvo María Caire referente de la Asociación de Acción y Difusión ‘Que nos escuchen Ushuaia’, quienes realizaron un nuevo relevamiento de precios de alquileres en la capital fueguina en el que dieron a conocer que, por ejemplo, para poder ingresar a un monoambiente se necesita más de $600 mil.
Desde la misma señalaron que “en Ushuaia hay mucha gente en situación de calle”. Asimismo señalaron que “la gente se está enfermando de estrés y angustia pensando durante todo el mes cómo hacer para pagar el alquiler”.
Además criticaron a la Legislatura señalando que no trató el tema de alquileres en todo el 2022, pero cerró el año creando un banco de instrumentos musicales”.
Caire, en dialogo con Radio Universidad comentó que “es toda una odisea poder conseguir un alquiler mensual en Ushuaia y otra odisea es poder alquilarlo si lo encontrás, porque tengamos en cuenta que muchos de los contratos de los tres años se han vencido y eso significa un alto porcentaje de aumento que se hace impagable para quienes quieren alquilar.
Estamos hablando de valores muy altos como para ingresar a un alquiler: en estos días se debe haber actualizado nuevamente el precio, pero estamos hablando de un monoambiente en Ushuaia en 150 mil o 180 mil pesos mensuales; un departamento de dos dormitorios por encima de los 200 mil pesos y son cifras para no asustar tanto, y uno de tres habitaciones, 300 mil pesos para arriba. Tenés que tener 600 mil pesos para ingresar a una vivienda y lo que significa esto para un laburante. Estamos hablando de un sueldo entero destinado para el alquiler y después comé lo que puedas”.
En diálogo con el programa Fuentes Cercanas, advirtió que “hay muchas mujeres que alquilan solas con sus hijos y la mayoría del sueldo se va en alquiler. Es imposible pensar en cómo te alimentas durante todo el mes. Creo que la sociedad debe involucrarse un poco más. Por ahí muchos dicen pude pagar el alquiler y después veo cómo me alimento durante el resto del mes y ahí se conforma y se queda. Eso no es vivir porque el derecho a vivir es otra cosa. Es realmente preocupante que no se consiga un alquiler. Tenemos casos en la asociación de gente que está buscando al menos una habitación y no se consigue. Es imposible conseguir un alquiler en Ushuaia, y si se consigue, una habitación puede llegar a costar más de 80 mil pesos”.
Lo cierto es que esta situación también genera que muchas personas acudan a los alquileres irregulares que no se encuentran habilitados, producto de la enorme demanda que persiste en toda la provincia.
“Aunque el alquiler sea irregular, los precios igualmente no varían, entonces falta un control de todo; de los alquileres mensuales y temporarios. No estamos en contra del propietario que está alquilando para el turismo, porque sino sería una guerra lamentablemente entre vecinos mismos, pero hay muchos que no tienen empatía por el vecino ni por la gente. Hay propietarios que son considerados, pero son los menos, y ese es el grave problema; ni hablar si tenés que acudir a una inmobiliaria porque tenés que reunir requisitos que hoy en día son imposibles. En algunos casos no te dejan alquilar si tenés una mascota, por ejemplo, que son seres sintientes, y peor, en algunos casos, no te aceptan niños y niñas. Últimamente está pasando algo que es un disparate, es que el propietario no te deja recibir visitas. Te están controlando la vida y eso no debe permitirse”.
Asimismo, se refirió a los controles por parte del Estado y sostuvo que “no es muy difícil con la tecnología quién tiene o no un departamento temporal. Tengo entendido que el INFUETUR y el Municipio de Ushuaia se han podido poner de acuerdo para intensificar los controles que se deben hacer con los temporales. Creo que también tiene que intervenir la justicia porque vos vas a una casa y detrás de esa casa, hay cinco departamentos; si vos no vas con algún permiso para poder pasar, el propietario te dice que no podés pasar. Sabemos que hay planos y hay información, pero es difícil acceder a la propiedad. Lo mismo sucedió con el CENSO que no sirvió de nada en Ushuaia porque le hacían el CENSO en la casa de adelante cuando atrás había cuatro departamentos más sin registrar. El CENSO no es cierto, y tiene que ver con esta problemática”.
Además, aseguró que, a pesar de las negaciones, “hay gente que está viviendo en la calle porque no solamente estando en la calle estás sin situación de calle; esto significa que hoy tenés que dormir en la casa de un familiar, mañana en lo de un amigo, y así constantemente. Eso es situación de calle también, y hay mucha gente que está en esa situación en Ushuaia. No se los ve en la calle porque acá, hablar de calle, es hablar de muerte con el frío que hace. Hay gente que está durmiendo en el aeropuerto, y hay un montón de gente que se quedó en la calle, pero un conocido que quizá pone en riesgo su propio alquiler, le da un lugar para dormir una noche, porque si el propietario se da cuenta que hay otra persona durmiendo en el departamento, te desaloja”.
La referente de la organización capitalina, lamentó que “estamos en una sociedad que se está enfermando de estrés, y quizá los políticos no lo ven, porque si no la pasas, no sabés. La gente se está enfermando de estrés y angustia pensando durante todo el mes cómo hacer para pagar el alquiler y pensando en si tienen que salir el mes que viene porque no le renuevan”.
Consultada sobre si mantuvieron alguna reunión con el arco político, indicó que “hemos charlado con varios sectores políticos. Hemos tenido respuesta de algunos, algunas respuestas, pero son muy pocos. Durante todo el 2022 cuando este problema ya estaba re contra instalado en Ushuaia, nosotros estuvimos en la legislatura hablando con todos los parlamentarios y no trataron en todo el 2022 el tema alquileres. Fue una sola legisladora, Victoria Vuoto, la que presentó un proyecto sobre los alquileres. Si hablamos de legislación, no hay nada.
En el Concejo Deliberante la concejal Laura Ávila fue la única que nos escuchó y presentó en base a esta problemática, un proyecto para menguar esta situación de los temporales y está buscando algo para aliviar esta situación. Si tenemos una legislatura donde vos tenés que tratar de solucionar los problemas de la ciudadanía porque para eso están ahí, para eso nosotros les pegamos el sueldo, en la última sesión del 2002 nosotros fuimos afuera de la legislatura y la cerraron creando un banco de instrumentos musicales, y si bien yo amo la música, hay otras prioridades para la provincia y no podés cerrar esa sesión cuando no tocaste el tema de alquileres en todo el año. Y en el 2023 esta situación se presenta y aún peor”.
Por último, se refirió al tratamiento de la Ley de Alquileres que se daría este miércoles en el Congreso de la Nación e indicó que “si a esta ley la hubiésemos tirado a la basura hace unos años, habría el doble o el triple de gente en situación de calle porque más allá de que si entendemos que al propietario no le sirve esta ley vigente por la inflación, al inquilino le sirve porque estuvo tres años bajo un techo y si no hubiese tenido esa ley, un montón de personas estarían en la calle”.
¿Qué dice el informe?: El último relevamiento realizado por la Asociación de Acción y Difusión “Que nos Escuchen” de Ushuaia y que fue compartido en sus redes sociales,refleja los precios de los alquileres para el mes de agosto sin tener en cuenta la actualización que se dio en los precios luego de la devaluación del 22% efectuada por el Gobierno Nacional tras las PASO del domingo. Se tratan de valores que van desde los $150.000 a más de $350.000, dependiendo del tipo de departamento/casa que se alquile.
El precio promedio de un departamento de una habitación o monoambiente cuesta entre $150.000 y $180.000. y con la reciente actualización alcanza tranquilamente los 200 mil pesos; mientras que un alquiler de dos habitaciones promedia entre$250.000 a $280.000 y un departamento con tres habitaciones cuesta entre $300.000 y $350.000.
El informe también refleja que se si incluye los gastos de mudanza, una persona que tiene la necesidad de alquilar otro departamento deberá contar con al menos $618.800 (una propiedad de una sola habitación con un valor mensual de $180.000). Para el cálculo se tomó en cuenta: $180.000 de depósito; $180.000 de mes de adelanto; $194.000 la comisión inmobiliaria; $64.800 el sellado y las firmas.
