El Comité de los Derechos del Niño de la Organización de Naciones Unidas (ONU) presentó el viernes en Ginebra un informe sobre Argentina con duros cuestionamientos sobre el desfinanciamiento de las políticas públicas vinculadas a la niñez y alertó sobre el crecimiento de la pobreza infantil.
Entre las principales críticas del documento, de 17 páginas, aparece la “reducción de partidas presupuestarias para la infancia” y la “desinversión en salud y educación durante los últimos meses”.
Por otra parte, se cuestionó el cierre y reemplazo de ministerios y secretarías que velan por los derechos de los niños por organismos de menor jerarquía.
Además, se objetó el cierre del Instituto Nacional contra la Discriminación (Inadi) y del Ministerio de la Mujer.
Y se alertó sobre el aumento de casos de pornografía infantil y abuso sexual intrafamiliar, así como la falta de mecanismos de denuncia y condena efectiva.
En el apartado de sugerencias se recomendó que se vuelva a habilitar la utilización del lenguaje inclusivo en la administración pública.
En la presentación en Ginebra estuvo, por parte del Gobierno, el subsecretario de Políticas Familiares del Ministerio de Capital Humano, Arnoldo Ariel Scherrer Vivas, quien ofició como jefe de la delegación argentina.
El informe del Gobierno argentino, en tanto, marcó algunos avances, si bien estos fueron alcanzados por la administración anterior, y entre ellos se destaca la disminución de la mortalidad neonatal en un 50% con respecto al nivel de 2002.
Hynd Ayoubi Idrissi, experta del Comité y coordinadora del Grupo de Trabajo de País para la Argentina, recordó que siete de cada diez niños en la Argentina viven en la pobreza y el 14% vive en la pobreza extrema.
“Más de siete millones de niños viven en la pobreza; esto es escandaloso. ¿Qué medidas se han adoptado para abordar esta crisis?”, preguntó.
“La delegación (argentina) señaló que la crisis económica afectó gravemente a diversas intervenciones estatales. En respuesta, el Gobierno seguirá ampliando las políticas públicas que benefician a los niños y adolescentes. La asignación universal para el cuidado de los niños se ha incrementado en un 3% en términos reales entre 2023 y 2024”, indicó el informe.
En las conclusiones, el Comité de la ONU expresó su “seria preocupación” por los “cambios institucionales y políticos propuestos desde finales de 2023 y el impacto que pueden tener en la protección del derechos de los niños, incluyendo la reducción, fusión y supresión de ministerios; el reemplazo de la Secretaría Nacional de Niñez, Juventud y Familia (Sennaf) por una nueva subsecretaría de menor jerarquía”.
El Comité señaló estar “profundamente preocupado por la continua y drástica disminución de las asignaciones presupuestarias para la infancia, incluida desinversión en salud y educación en los últimos meses”.
El Comité recomendó que Argentina “aumente urgentemente las asignaciones presupuestarias para los niños”, según indicó el reporte.
