El convenio estipula un anticipo del 40% del monto total antes del 30 de septiembre; los fondos deberán ser empleados «para el mantenimiento, pavimentación, repavimentación, bacheo y demás actividades», en lo que respecta a la infraestructura urbana de calles y avenidas de la ciudad de Ushuaia.
El decreto 1475/24-publicado hoy en el Boletín Oficial Municipal- deja de manifiesto que se instruye a la Secretaría de Economía y Finanzas «a iniciar el procedimiento correspondiente para efectuar a ampliación presupuestaria del caso».
Se explica que el mencionado convenio se celebró el 26 de agosto «a efectos de mantener en correcto estado la infraestructura de la ciudad de Ushuaia», y se indica que «es prioritario el mantenimiento de las arterias principales de la ciudad»
Agrega que el referido financiamiento será destinado «a la realización de las tareas de pavimentación, repavimentación y bacheo» de las arterias capitalinas, y expone que «como consecuencia de las medidas adoptadas por el Estado Nacional no se cuenta con financiamiento nacional a tal fin».
A su vez y colacionado con lo anterior menciona que la provincia «entiende necesario aportar su colaboración a los fines expuestos».
En concreto, el convenio estipula que la Provincia «se obliga a financiar las tareas de pavimentación, repavimentación y bacheo de las arterias de la ciudad de Ushuaia, por el monto de pesos tres mil millones ($3.000.000.000,00) al Municipio», y aclara que este último «se obliga a aceptar dichos fondos, bajo las formas y plazos convenidos por el presente».
Mientras tanto señala que la Provincia asume el compromiso de transferir un anticipo de dicho monto «por el 40% antes del 30 de septiembre de 2024», obligándose a transferir el monto restante «en cuatro cuotas iguales y consecutivas a partir de octubre 2024», conforme a la disponibilidad presupuestaria y financiera.
Se añade que el Municipio «se obliga emplear dichos fondos para el mantenimiento, pavimentación, repavimentación, bacheo y demás actividades que demande el cumplimiento del presente, en la que respecta a la infraestructura urbana de calles y avenidas de la ciudad de Ushuaia».
Para a continuación subrayar que el Municipio deberá «cumplir con la normativa aplicable respecto de las contrataciones que se realicen con terceros, no pudiéndose obligar en más de un 5% de los desembolsos para afrontar obligaciones adeudadas con las firmas contratistas».
