Con tres temas álgidos en agenda, presupuesto, ley de ministerios y reforma constitucional, el Gobierno provincial apuesta a cerrar el año con al menos dos de los tres puntos en debate.
Se termina de definir por estas horas cuándo la Legislatura llevará a cabo la última sesión ordinaria de 2023 y del ciclo de cuatro años de la actual conformación, dato no sin trascendencia.
Hay fecha confirmada, el miércoles 13, y no es una fecha arbitraria. Más bien, todo lo contrario. Está en el borde de lo que indica el calendario, porque los legisladores están próximos a finalizar mandato, dado que el domingo 17 asume la nueva composición de la Legislatura. Tiene que ser necesariamente antes de ese día.
También pretenden los parlamentarios que sea después del 10, cuando asume Javier Milei, que el 11 enviaría la Ley Ómnibus al Congreso Nacional, sobre la cual no se sabe muy bien cómo va a afectar a la provincia de Tierra del Fuego.
En este sentido hay tres cuestiones que son clave para la última sesión ordinaria del año
El presupuesto. El gobierno siempre ha contado con el acompañamiento de esta Legislatura, que le resulta bastante amigable al gobierno de Gustavo Melella. Sin embargo, entienden que, ante las incógnitas que se plantean a raíz de la asunción de Milei, es difícil que se apruebe el presupuesto. Sobre todo, porque no llegarían a realizar las modificaciones en tiempo y forma.
La herramienta de reconducir el presupuesto ya ha sido utilizada en otro momento, sin grandes inconvenientes. No obstante, pretenden esperar hasta último momento y hacer todo lo posible para no reconducir el presupuesto, para buscar de alguna manera garantizar que el gobierno tenga esa herramienta el próximo año.
Los ministerios. Lo que aseguran que sale –“sí o sí” dijo a ((La 97)) un vocero de uno de los bloques- es la ley de ministerios. El presupuesto es la hoja de ruta económica del gobierno provincial y la ley de ministerios la de su gestión. Si el presupuesto es lo que se va a ejecutar, la ley de ministerios es el cómo y el quiénes lo van a ejecutar.
Para esto, el gobierno provincial está planteando un recorte de la estructura política que ronda el 40%. Desaparecerían gran parte de las subsecretarías y las coordinaciones. Hay todo un reordenamiento que hacer, hay trabajadores que tendrán que volver a sus lugares de origen, si tienen planta permanente en los municipios o los Concejos Deliberantes y que hoy están en el gobierno. Tendrán que tomar la decisión de volver, o bien de resignarse a cobrar menos, porque perderán el cargo que hoy ostentan. “La ley de ministerios sale, tiene los consensos necesarios” aseguran.
La reforma constitucional. El oficialismo está haciendo todo lo posible para obtener los dos tercios que necesita, aunque está complicado. No tienen todos los avales, en parte porque el gobierno se muestra bastante reacio a revelar cuáles son los artículos que busca modificar. Hay conversaciones, ciertamente, pero, por ejemplo, incluso desde los municipios manifiestan que están preocupados no solo porque no conocen cómo va a afectar a las autonomías municipales, sino que no tienen data de cómo va a incidir en la gente.
No es tarea fácil conseguir esos dos tercios de los votos. Pero, esta composición de la Legislatura es mucho más atractiva que la que se viene. Entiende el gobierno provincial que, si no sale con ésta, va a ser muy difícil que la próxima Legislatura termine aprobando una reforma constitucional.
De todos modos, lo que sucedería en la sesión, si finalmente se obtienen esos dos tercios, es que la Legislatura tomará nota de la intención del gobierno provincial, y hará constar cuáles son los artículos de la Constitución que se pretenden modificar, aprobando un eventual llamado elecciones para el próximo año. No es que esta Legislatura llama elecciones, sino que se revela cuáles artículos de la Constitución que van a ser reformados y luego sí, la próxima Legislatura tiene que llamar a elecciones y definir cómo se terminará realizando todo el proceso.
