Se suman nuevos testimonios contra los Vocales Miguel Longhitano y Hugo Pani por los manejos y carpetazos a los tres últimos gobiernos y la forma en que tenían para obligarlos a realizar acciones y cubrir irregularidades con cargo y favores políticos, incluidos los legisladores.
Un empleado del Tribunal de Cuentas, quien se encuentra con licencia a raíz de los problemas de salud que le generó la situación que se vive en ese organismo con los vocales que se encuentran al frente; aportó su testimonio respecto de lo que sucede con Miguel Longhitano y Hugo Pani.
Aseguró que vivió cosas que le “revolvían las tripas” y habló, entre otras cuestiones, de “concursos que se arman puertas adentro” para favorecer a determinadas personas, como el sobrino de Fabian Rios, la sobrina de la Vicegobernadora Monica Urquiza, el propio hijastro de Longhitano y muchos otros mas como varios familiares del Vocal Pani e incluso funcionarios judiciales como un allegado al Juez De Gamas Soler y otros miembros de la Justicia. Cuestionó determinados manejos, mencionando que de esa forma “se ha hecho con Fabiana Ríos, se ha hecho con Rosana Bertone y se hizo con este (por Gustavo Melella)”.
Pedro González, quien se desempeñó en su momento como secretario Plenario en el Tribunal de Cuentas de la Provincia y hoy está con licencia médica, en declaraciones a Radio Provincia realizó lo que podrían ser manifestaciones reveladoras respecto de los manejos internos de dicho organismo, de su relación con otros sectores del poder y sumó nuevos relatos respecto de las figuras de los vocales Miguel Longhitano y Hugo Pani, quienes están siendo apuntados por representantes gremiales, trabajadoras y ex trabajadoras del organismo, por supuestas actitudes y manejos violentos y arbitrarios.
González comenzó señalando que había tomado “el coraje de ir personalmente a Radio Provincia, para tratar de transmitir lo que más o menos viene haciendo el Tribunal de Cuentas, en la cabeza de los miembros, de cosas que no deberían pasar en democracia. Puntualmente, yo el 23 de abril de 2021 fui citado vía teléfono interno por el vocal Miguel Longhitano, el cual me dijo de ir a la oficina de Pani y yo dije lo que estaba haciendo. Teníamos un concurso, de esos concursos que se arman puertas adentro para colocar a dos tres personas de las cuales dos eran bastante para mí cuestionadas, por gestiones anteriores”.
Mencionó que “esas cosas ya me revolvían bastante las tripas, y acudí a la oficina de Pani y ahí ya tenía una silla destinada, que estaba en el medio. A Longhitano, mientras fumaba, ya le vi la cara de odio con la que me miraba; Pani estaba en su escritorio al cual le había puesto un acrílico por el tema del Covid y también tenía estaba serio, pero bueno no tanto como Miguel”, dijo respecto de Longhitano.
Dijo que, entonces, lo comenzaron a cuestionar “por el tema de las resoluciones plenarias, porque había mandado a publicar las plenarias son la 6 y la 39. La 6 fue la que le permitió a los vocales establecerse un sueldo bastante generoso ahora cobran mas de tres millones de pesos (VER), porque directamente eso va contrario a lo que en algún momento trataron con la Ley 50. Establecieron un cálculo que era totalmente distinto a lo que ahora es la 1333, yo más o menos tenía noción de cómo se venía dando esa ley por cuestiones de que Longhitano no llegó a quinto miembro del Superior Tribunal, para que no hagan problema pueda definir su sueldo, aunque viole la Ley, siendo superiores incluso a los jueces del Superior Tribunal de Justicia”, advirtió.
González indicó, en relación a la posibilidad de que Miguel Longhitano llegara al Superior Tribunal de Justicia en ese momento, que “sabía por muy buena fuente que él no llegaba”. Pero contó que, por esa posible designación, “ahí había jolgorio del lado nuestro, que le llamamos el lado VIP, el otro es el lado de los villeros, más o menos, así catalogado. La parte del barrio pobre, vendría a ser donde está la Secretaría Contable y Legal; al medio está la Administración y del otro lado el ala están los vocales junto con sus relatores”, diferenció.
Dijo que, en ese momento, lo vio a Longhitano “bajando la escalera y le pregunto, para saber, si me iba a llevar al Superior, pero me dijo que no. Él iba con una sonrisa, como que te daba la pauta de que ya estaba. Incluso muchos medios habían anunciado que era el quinto miembro, lo daban por seguro. Había otras personas que estaban festejando, es decir, ya habían ido a ver la oficina al Superior, es decir que era algo muy probable que llegaba. Eso es algo que justamente me cuestionaron ellos, porque entonces yo sabía que tenía que publicar, por una cuestión de que ya estábamos en el mes de abril”, dijo respecto de la publicación de las resoluciones plenarias que habrían enojado a los vocales; en las cuales ellos se determinaban la posibilidad de tener un haber muy superior.
Mencionó que dichas resoluciones fueron “la 6 y la 39; la 6 establecía el método nuevo de cálculo de haber de ellos y la 39 ya era un ajuste, porque parece que se habían quedado cortos o algo así; más un aumento. Yo nunca las vi, yo me fui del lugar sin verlas. En ese lugar lo que haces es pasar el documento, ya viene firmado, ya viene chequeado por los relatores, o en el caso por el cuerpo legal, y lo registrás”, explicó Pedro González.
Aseguró que dicho trámite se manejó de una manera “totalmente distinta” a lo habitual y entonces le mandaron “un papelito diciendo: cargá este concepto y las resoluciones quedaron en resguardo bajo 7 llaves”, indicó el ex empleado del Superior Tribunal de Justicia.
Después comentó que “Así empezó el tema, ese día de la reunión, echándome en cara porque mandé a publicar. Después me preguntó Longhitano: decinos la verdad, vos nos odiás, ¿no?”, expresó. González señaló que, en ese marco, Longhitano le exhibió un papel con un mensaje de Telegram que él le había enviado al gobernador Melella, como muestra de que le controlaban sus comunicaciones.
Incluso el vocal del Tribunal le expresó: “vos te olvidaste de que nosotros tenemos gente poderosa atrás nuestro, tenemos un montón de gente, ¿viste?”, le habría señalado.
Al consultarle sobre el contenido del mensaje, Pedro González señaló que le había manifestado al gobernador Gustavo Melella que estaba para el análisis unos desmanejos en la Direccion Provincial de Energia un caso similar al ocurrido con el secretario de Seguridad Murray de la ex gobernadora Rosana Bertone, a quien se lo investigó por la falta de rendición de fondos reservados por 17 millones de pesos, en el año 2017.
Refiriéndose a esa circunstancia, Pedro González repasó que “la justicia dejaba (el caso) en manos del Tribunal, hasta que el Tribunal lo cierre y vamos a ver qué pasa. Vos ya sabés que lo de Murray quedó a la nada. Fue más o menos, así como lo que está pasando ahora no hacen nada con los casos de corrupción, tipo cortina de humo, con lo del radar. Cacarean, cacarean, pero después no termina pasando absolutamente nada”, sentenció.
En la extensa entrevista, González se refirió a situaciones irregulares que se habrían dado entre el Tribunal de Cuentas y el gobierno, durante las gestiones de Fabiana Ríos, la de Rosana Bertone y la actual.
Señaló que “con cada gobierno teníamos que tener una pauta”, de cómo manejarse. Respecto del gobierno actual, indicó que “a Melella le habíamos encontrado a un funcionario que había sido exonerado en Mendoza (VER). Ahí se prepara la documentación, se manda una denuncia anónima, actúa el fiscal de Estado; el fiscal de Estado después lo advierte al gobernador, y el gobernador le tuvo que dar de baja. De todas maneras, yo le dije a Gustavo: te van a voltear un muñeco que nombraste porque está exonerado en Mendoza, no puede estar trabajando”. Sobre esos manejos, señaló que de esa forma “se ha hecho con Ríos, se ha hecho con Bertone y se hizo con este (por Melella)”.
En otro tramo de su testimonio, contó que tenía que ir habitualmente a la casa de Miguel Longhitano por diferentes encargos y se encontraba con diferentes actores del Poder Judicial. Sobre la figura del cuestionado vocal, expresó: “no me podés decir a mí que yo te traicioné, cuando vos sos uno de los peores traidores de todos. Porque es un tipo que, si vos te salís un poco de la línea te manda a ejecutar; como últimamente me está haciendo a mí”. Igualmente le reclamó a los legisladores y legisladoras “que no están haciendo nada”, me junte con Monica Acosta la unica que me escucho pero me dijo que no podia hacer nada. Tambien con los legisladores Federico Sciurano y Federico Bilota, ninguno de los dos hizo nada, es mas Sciurano me dijo que solo iba hablar con Melella, en cambio Bilota se enojo y me dijo que no lo comprometa porque el no iba a denunciar nada que esa reunion y lo que habia escuchado no habia ocurrido, ademas relató una gran cantidad de incidentes, que tuvieron como protagonistas a Miguel Longhitano y Hugo Pani, fundamentalmente al primero. Dijo que terminó con atención psiquiátrica por todas estas circunstancias, que lo afectaron en lo laboral, lo personal y lo familiar.
Confirmó “designaciones a dedo”, las presiones y situaciones de acoso laboral y violencia que se vienen denunciando. Aseguró que todo se agudizó cuando Longhitano no ingresó como “quinto miembro del Superior Tribunal de Justicia” y dijo que, en ese momento, refiriéndose a la figura del gobernador Gustavo Melella, manifestó “con este vamos con todo”, al expresar su encono con el primer mandatario, aunque luego le llevo el Legislador Loffler la modificacion de la Legislatura para que se puede establecer sus sueldo aun violando la Constitucion y se calmo un poco. Despues del envio de su mensaje al Gobernador y que este reenvio a Longhitano, Pedro González dijo que luego, intempestivamente, le cambiaron la cerradura de su oficina, le sacaron el CPU y comenzaron con su desplazamiento del cargo.
También comentó que el abogado Demetrio Martinelli ya no lo representa en el caso, poque no se encontraría en el país, ante lo cual señaló que se encuentra buscando representación legal. Para concluir señaló que “si algo me llega a pasar, tanto a mi ex, como a mis hijos o a mí; son responsables Miguel Longhitano, Hugo Pani, los 15 legisladores, los legisladores nacionales, el señor gobernador y la señora vicegobernadora; porque todos deberían ponerse en campaña para que la cortemos acá”, concluyó.
