La mitad de los precandidatos a Presidente no presentará boleta en Tierra del Fuego, 14 (de 27) son los espacios que no presentaron sus papeletas ante la Justicia Federal, ante lo cual no estaran en el cuarto oscuro como opción para votar.
En varios distritos ya se anticipa una verdadera ensalada de boletas dentro del cuarto oscuro, en el marco de unas Primarias Abiertas Simultáneas y Obligatorias (PASO) en las que se dirimen desde candidaturas presidenciales hasta concejalías en localidades de todo el país.
Tal es así que para las categorías de cargos nacionales, hay 15 partidos políticos o alianzas que presentaron 27 fórmulas presidenciales, en un número que prácticamente triplica los binomios presentados en las PASO de 2019.
Pero, para sorpresa e indignación de muchos, en Tierra del Fuego, más de la mitad de estos partidos ni siquiera dirá presente. Los fueguinos no tendrán posibilidad de votar por esos precandidatos a Presidente o Parlamentario Mercosur, en una situación que raya con la violación del derecho constitucional a elegir. Es increíble para cualquier democracia normal, pero hay candidatos a Presidente cuyas boletas solo estarán en los cuartos oscuros de la Capital Federal y algún otro distrito «grande» en número de votantes.
En Tierra del Fuego hubo casos aislados de ausencia en elecciones anteriores, como el caso de Margarita Stolbizer (GEN) en 2015, pero es la primera vez que en nuestra provincia el faltazo se da en forma masiva, sin que la Justicia Electoral lo pueda evitar o sancionar.
La mayoría de esos espacios que enviaron boletas a Tierra del Fuego tampoco han oficializado estructura, representantes, apoderados o referente alguno que se encargue a nivel distrital de los asuntos de su postulante a la máxima magistratura de la Nación.
A la hora de buscar explicaciones, y a poco de indagar, se comprueba que la actitud de estos candidatos, partidos o espacios políticos (de existencia efímera) confirma la sospecha que, lejos de ser vocación democrática lo que invoca su participación, lo que se persigue es un simple negociado con fondos públicos. 14 de 27, ausentes: De las 27 fórmulas presidenciales presentadas, apenas 13 entregaron a través sus autoridades locales (o enviaron desde Buenos Aires) los 550 fajos de 200 boletas que solicitaba la Justicia Electoral para que los agentes judiciales distribuyan en los establecimientos educativos el próximo domingo.
Una de las notas curiosas la aporta el espacio «Principios y Valores», que tiene como principal referente al exsecretario de Comercio Guillermo Moreno: él será el único en los cuartos oscuros de Tierra del Fuego, entre 5 listas que aporta esta corriente peronista.
Un pingüe negocio por detrás: Ante este contexto incierto, vale preguntarse entonces el por qué de tantos partidos y tantas listas presentadas, si ni siquiera estarán en los cuartos oscuros de las escuelas de Tierra del Fuego (y en tantos otros puntos del país).
La primera de las razones es que desde hace décadas, los apoderados de los partidos políticos utilizan esos espacios como sellos de goma, recibiendo fondos públicos para su mantenimiento institucional, para las campañas políticas y para las elecciones.
Las leyes electorales permiten la conformación de espacios de manera relativamente sencilla y, amparándose en ampliar la democracia y otorgar alternativas al electorado, se multiplican ofertas que no responden a una demanda genuina por parte de la población. Pero el negocio no termina ahí: la impresión de boletas aporta importantes ingresos para los dueños de espacios inventados (y también para las imprentas contratadas por estos partidos).
De acuerdo a las normativas vigentes, el Estado debe garantizar la impresión -pagándola con fondos públicos, claro está- de 1 boleta (mínimo) por el número de votantes en el padrón de cada distrito, con un costo de casi $3 por cada uno de los más de 35 millones inscriptos en el padrón nacional.
Así, se gastarán este año casi $11.500 millones solo en imprimir boletas que, en muchos casos, ni siquiera estarán en el cuarto oscuro. La ecuación es simple: determinado candidato (precandidato, en este caso), recibe fondos millonarios para la confección de 35 millones de boletas, imprime una cantidad mínima (suficiente para marcar presencia en mesas de la CABA y algún distrito más) y se ahorra muchos pesos, después de fraguar el gasto, en complicidad con la imprenta contratada.
Esto lo saben todos, lo conoce todo el mundo, pero nadie le pone freno: la Justicia Electoral Nacional (con la jueza Servini al frente) verá qué hace al respecto después de transcurrida la elección y rendido el gasto de cada agrupación. Pero al menos por ahora, nada detiene el «curro» y -por el contrario- son muchos más lo que sacan provecho del descontrol.
Mientras tanto, si por casualidad, algún elector fueguino había pensado en votar (por ejemplo) a Andrés Passamonti (UCD), César Biondini (Frente Patriota), Mempo Giardinelli (Proyecto Joven) o Carina Bartolini (Principios y Valores), al menos por esta vez no podrá hacerlo. No estará la boleta en la mesa del cuarto oscuro. Su derecho a elegir cayó en combate, víctima de la corrupción y los negociados de los políticos.
